ABOUT FMF:
The Field Medical Foundation (FMF) has been operating in
Yemen for since 2012 during even the most dangerous peak of the conflict in the
region. Our staff of dedicated professionals and passionate volunteers are the
helping hand that delivers aid from local and/or international partners to
those who require it the most, in a country that was already suffering before
the war. Today we have helped humanitarian aid reach the hands of more than 9
million vulnerable people in Yemen to help them not only to survive but also to
rebuild their lives. We aim to provide a comprehensive approach to providing
aid through interventions, which is why we work in almost all sectors of
international emergency relief.
ABOUT THE POSITION:
The Health and Nutrition Technical Team Leader serves as
FMF's lead technical focal point for the Health and Nutrition portfolio,
providing strategic technical leadership across program design, implementation,
quality assurance, technical capacity strengthening, and portfolio development.
The role ensures that Health and Nutrition interventions are evidence-based,
contextually appropriate, and aligned with approved national regulations,
cluster guidance, donor requirements, and internationally recognized technical
standards.
In addition to safeguarding technical quality across ongoing projects, the
position plays a key role in designing new programs, drafting proposals and
concept notes, supporting donor positioning and resource mobilization, and
expanding FMF's Health and Nutrition portfolio. Working closely with Programs,
Grants, MEAL, Finance, Operations, and field teams, the Technical Team Leader
translates identified needs, field evidence, technical gaps, and strategic
opportunities into high-quality, fundable Health and Nutrition interventions.
MAIN DUTIES AND RESPONSIBILITIES:
Health & Nutrition Technical Strategy and Quality
Assurance
- Serve
as FMF's lead technical authority and focal point for Health and Nutrition
programming, providing strategic and operational technical leadership
across the portfolio.
- Lead
the development, adaptation, and technical approval of Health and
Nutrition strategies, service-delivery approaches, standard operating
procedures, protocols, guidelines, assessment tools, training packages,
and technical monitoring tools.
- Ensure
program design, implementation, and service delivery comply with national
policies and regulations, cluster guidance, donor requirements, and
recognized international technical standards.
- Provide
technical review and clearance of intervention models, major program
adaptations, sectoral project reports, technical deliverables, and
relevant technical specifications prior to submission or implementation.
- Provide
technical review of project implementation plans where required, ensuring
that activities, sequencing, staffing, and service-delivery approaches
remain consistent with approved technical designs.
- Analyze
portfolio performance and technical trends using PMTs, BVAs, MEAL data,
and other program information to identify technical risks, underperforming
interventions, resource gaps, and required corrective actions.
- Work
closely with Project Managers and the MEAL team to ensure technical
indicators and targets are appropriately defined, monitored, analyzed, and
used for technical decision-making.
- Provide
technical guidance on procurement planning and technical specifications
for Health and Nutrition activities, ensuring appropriateness, quality,
and compliance with standards in coordination with Operations and
Logistics teams.
- Participate
in program kick-off meetings, grant reviews, and close-out processes to
ensure technical continuity, capture lessons learned, and identify
required technical adjustments throughout the project lifecycle.
Program Design, Proposal Development and Portfolio Growth
- Lead
and/or co-lead the technical design and drafting of Health and Nutrition
concept notes, proposals, expressions of interest, and other funding
submissions in coordination with the Programs and Grants teams.
- Develop
technical narratives, theories of change, logframes, indicators,
implementation approaches, activity packages, technical assumptions, and
other sector-specific proposal components.
- Translate
assessments, field evidence, service gaps, cluster priorities, and
community needs into technically sound and fundable Health and Nutrition
interventions.
- Ensure
proposed interventions are evidence-based, technically feasible,
contextually appropriate, integrated where relevant, and aligned with
national, cluster, donor, and international technical requirements.
- Work
closely with Grants, MEAL, Finance, Operations, Logistics, and field teams
to ensure coherence between technical design, targets, staffing
structures, procurement requirements, implementation modalities, and
budgets.
- Contribute
to the identification and prioritization of funding opportunities and
maintain a pipeline of Health and Nutrition concepts that can be further
developed for donor engagement.
- Analyze
donor strategies, sector priorities, funding trends, and emerging Health
and Nutrition needs to support FMF's strategic positioning, resource
mobilization, and portfolio growth.
- Participate
in donor engagement, technical presentations, partnership and consortium
discussions, and proposal-development meetings as FMF's Health and
Nutrition technical representative.
- Develop
scalable, innovative, and integrated Health and Nutrition intervention
models that strengthen FMF's technical positioning and competitiveness for
future funding.
Field Engagement and Technical Monitoring
- Plan
and lead risk-based technical supervision missions, service-quality
assessments, and field reviews aligned with portfolio priorities and
identified technical risks.
- Provide
structured technical follow-up and supervision of project implementation to
identify technical gaps early and ensure timely corrective actions.
- Conduct
regular and ad-hoc technical field visits to assess service quality,
adherence to standards, and appropriateness of technical approaches.
- Prepare
and disseminate post-field visit technical reports documenting findings,
identified gaps, agreed corrective actions, responsible focal points, and
follow-up timelines.
- Track
implementation of technical recommendations and verify improvements over
time, using field findings to inform program adjustments and
capacity-building priorities.
- Use
field evidence and implementation learning to inform future technical
design, proposal development, and portfolio-level quality improvement.
Capacity Building and Technical Development
- Conduct
periodic assessments of technical capacity gaps among Project Managers and
Health and Nutrition teams.
- Develop
and update sectoral technical tools, guidance, standard operating
procedures, and reference materials to support consistent and high-quality
implementation.
- Develop,
implement, and update an annual Health and Nutrition capacity-building
plan aligned with identified technical gaps and portfolio priorities.
- Deliver
structured technical trainings, mentoring, and on-the-job coaching in line
with the approved capacity-building plan.
- Promote
continuous learning through documentation and sharing of technical lessons
learned, good practices, and evidence generated through FMF programming.
Representation and Technical Coordination
- Represent
and technically position FMF in Health and Nutrition clusters, technical
working groups, donor forums, government coordination mechanisms, and
consortium discussions as delegated.
- Maintain
effective technical coordination with line ministries, UN agencies, NGOs,
donors, and implementing partners.
- Participate
in joint assessments, technical task forces, technical reviews, and
coordination initiatives relevant to FMF's Health and Nutrition
programming.
- Proactively
identify emerging technical priorities, partnership opportunities, and
funding directions through coordination forums and translate relevant
opportunities into recommendations for FMF programming and portfolio
development.
- Lead
or support technical communication with donors and partners, including
technical presentations, clarifications, and discussions related to
program design, implementation quality, and technical approaches.
- Human
Resources and Technical Support
- Promote
a collaborative and professional technical working environment across
Health and Nutrition teams.
- Support
HR processes for Health and Nutrition positions by providing technical
input, including review of ToRs, technical competency requirements,
shortlisting, and technical interviews.
- Provide
technical guidance and oversight to consultants, advisors, or volunteers
engaged in Health and Nutrition activities.
In addition to the above, the Health and Nutrition Technical
Team Leader may be asked to carry out other duties as requested by the Program
Manager and/or Senior Management.
QUALIFICATIONS AND REQUIREMENTS:
- Bachelor's
degree in medicine or a relevant Health/Nutrition discipline; a Master of
Public Health (MPH) or equivalent is preferred.
- Minimum
5 years of progressive experience working with national or international
NGOs in Health and Nutrition programming within humanitarian or
development contexts.
- Demonstrated
experience providing senior technical leadership across Health and
Nutrition program design, implementation, quality assurance, and technical
capacity strengthening.
- Demonstrated
experience leading or substantially contributing to Health and Nutrition
proposal development, including technical narratives, concept notes,
logframes, indicators, implementation approaches, and technical budgeting.
- Demonstrated
experience contributing to resource mobilization, donor engagement,
program development, and expansion of Health and Nutrition portfolios.
- Strong
knowledge of national Health and Nutrition policies and standards, cluster
coordination mechanisms, UN agencies' programming approaches, and relevant
international technical guidance.
- Proven
experience engaging and maintaining effective technical working
relationships with donors, government counterparts, UN agencies, clusters,
and implementing partners.
- Strong
understanding of the project cycle and the relationship between technical
design, implementation, MEAL, procurement, and budgets; prior project or
program management experience is considered an asset.
- Strong
analytical and strategic thinking skills, including the ability to use
programmatic, MEAL, and financial information to identify technical risks,
service gaps, and opportunities for program adaptation.
- Ability
to translate technical needs, field evidence, assessments, and sector
priorities into clear, competitive, and fundable Health and Nutrition
concepts and proposals.
- Familiarity
with major humanitarian and development donors and funding mechanisms,
including UN agencies, INGOs, pooled funds, and other institutional
funding resources.
- Ability
to plan, prioritize, and organize work in a dynamic and fluid environment,
with strong problem-solving skills, attention to detail, and capacity to
manage multiple technical priorities simultaneously.
- Proficiency
in Microsoft Office applications (Word, Excel, PowerPoint) and data
collection or reporting platforms such as KoBo, with strong respect for
data confidentiality and information management standards.
- Excellent
written and verbal communication skills, with the ability to develop
high-quality technical content and clearly convey technical information to
diverse audiences.
- Fluency
in written and spoken English is required.
