Position: CONSTRUCTION MANAGER
Status: Fixed Time 2 Months (with possibility of extension)
Location: Kilo Project – Al Qaeda Hospital – IBB Governorate

(MSF) is an international, humanitarian, non-governmental organization
providing assistance to people in need as a result of natural and man-made
disasters, irrespective of race, religion, ideology or politics.
Main Purpose
Panning, coordinating and monitoring all logistics
activities in the project related to construction and rehabilitation according
to MSF protocols and standards in order to ensure that construction works meet
the needs of MSF programmes.
Accountabilities
- In
collaboration with the Project Coordinator and the Logistics / Technical
Logistics Coordinator, planning, establishing and reviewing all the
construction and/or rehabilitation activities in the project.
- Monitoring
and ensuring the implementation of the construction and/or rehabilitation
activities in the project ensuring compliance to MSF standards, protocols
and procedures, and reporting to the line manager on the development of
the ongoing programmes. This includes the following:
- Planning
construction/rehabilitation projects to be performed in the mission,
participating in the project design and development and ensuring that
technical aspects are met and are in compliance with the local
construction habits
- Participating
in the preparation of budgets associated to construction/rehabilitation
projects, preparing invoices for payment of the works.
- Ensuring
technical support for his area of activity and provides coaching to
logistics staff under his/her responsibility.
- Following
up and reporting on the works' progress and on technical aspects of the
work and participating in monthly reports according to guidelines (SitRep,
Logistics Statistical Report, etc.)
- Performing
delegated tasks according to his/her speciality and as specified in
his/her job description

Specifics
- Technical
Design: Based on feasibility sketches, carry out the technical design of
the buildings in accordance with local constraints (materials, equipment,
and skills), in collaboration with other technical departments (WASH,
Energy).
- Tender
Documentation: Compile the files required for a clear understanding of the
project to launch calls for tender. This includes:
- Technical
drawings (site plans, architectural plans, sections/elevations, structural
plans/details, and Watsan/electrical layouts where applicable).
- Technical
specifications for all technical families.
- Bills
of Quantities (BoQ) and cost estimates for bid comparison.
- Lists
of biomedical equipment and interior fittings (where applicable).
- Procurement:
Launch calls for tender and participate in the evaluation of bids
alongside the Technical Project Coordinator.
- Scheduling:
Create work schedules and/or monitor schedules established with service
providers. Update them based on the progress of the work.
- Coordination
& Supervision: Plan and coordinate work progress with service
providers and tradespeople. Monitor the progress and ensure compliance
with the issued construction plans.
- Quality
Control: Ensure and validate that the techniques and materials used are
adequate and comply with the information on the plans and other
construction documents.
- Change
Management: Coordinate the issuance and implementation of change orders
for the works as necessary.
- Financial
Tracking: Validate payment requests from service providers based on actual
progress observed on-site (preparation of progress reports/invoices).
- Reporting:
Analyze and report any problems or issues observed during the works to the
Technical Project Coordinator.
- Process
Compliance: Ensure compliance with established tools for smooth operations
(Start-up forms, sample receipt minutes, technical acceptance minutes,
provisional and final acceptance minutes, Gantt charts, etc.).
- Site
Meetings: Hold and lead site meetings necessary for coordination; produce
regular reports or status updates (weekly and monthly sitreps).
- Clinical
Coordination: Coordinate construction activities with ongoing clinical
activities at the hospital.
- Archiving:
Responsible for the proper physical and digital archiving of construction
files.
- Supply
Chain Support: Participate in selecting the quality of construction
materials and equipment in collaboration with the Supply team.
- Other
Duties: Perform any other related tasks necessary for the successful
completion of the project construction work.
Requirement
- Education: Essential
University or Technical Diploma in Construction or Engineering
Experience:
- Essential
previous experience in construction of at least 2 years in similar or
relevant experience. Proven understanding of MSF Field Logistics
- Desirable
previous experience in MSF or other NGOs
Language: Essential Arabic and English Language
