PU-AMI: Mission, Reach, and Operations
Première Urgence – Aide Médicale Internationale (PU-AMI) is
an international, non-profit, non-political, and non-religious humanitarian
organization which aims to provide rapid global response to the basic needs of
populations affected by humanitarian crises to help them regain independence
and dignity. PU-AMI provides assistance to more than 6 million people
throughout 24 countries, with more than 2,500 staff worldwide. PU-AMI adopts an
integrated approach, to identify and understand the full array of the needs of
the people affected by crises. This innovative approach is at the core of every
PU-AMI-supported project, to better target and prioritize actions, stabilize
and improve the situation of the most vulnerable groups. It allows the teams to
take all aspects of a problem into account, to come up with an efficient
combination of solutions, which will have a powerful and long-lasting impact on
the affected populations. In this respect, the organization runs worldwide
around 190 projects a year, most of which are focused on Health, Nutrition,
Food Security, Water, Sanitation and Hygiene, Psychosocial Support, Education
and Protection activities. PU-AMI is participating actively in clusters and
sub-clusters (health; nutrition; food security and livelihoods; WaSH) and works
closely with relevant government departments.
Scope of Work and Core Responsibilities
Overall Objective
Under the technical supervision and direct line management
of the Grant Coordinator, the Grants and Partnership Officer ensure effective
management and strengthening of partnerships and grants by supporting the
design and implementation of partnership strategies, coordinating contractual
and operational follow-up with partners, and ensuring high-quality, compliant
reporting and communication in line with donor requirements.
Key Responsibilities
1. Partnership Strategy: Support the
design and rollout of the partnership and localization strategy, including
partner mapping, tools development, and internal alignment.
2. Partnership Contracting: Coordinate due diligence, draft
and manage partnership agreements, and ensure follow-up on partners’
contractual obligations and deliverables.
3. Partner Coordination & Capacity Building: Contribute
to partner coordination, support deliverables validation, and implement
capacity-building initiatives to strengthen partner performance.
4. Grants & Reporting: Ensure timely, high-quality
reporting and compliance with donor requirements, including data coordination,
report review, and contractual follow-up.
5. Communication & Compliance: Ensure donor visibility,
support communication outputs, and maintain proper documentation and archiving
partnership and grant information.
Detailed Tasks / Main Activities
ACCOMPANY THE DESIGN OF THE PARTNERSHIP STRATEGY AND
FRAME THE PARTNERSHIP STRATEGY AND TOOLS
- Support
the mapping and analysis of potential partners based on programme and
operational needs, in coordination with field and programme teams
- Support
the participatory processes for defining and updating PUI’s partnership
and localization strategy with the Grants and Partnership Coordinator and
DCD (such as annual workshop)
- Support
the implementation and application of PUI’s partnership framework, SOPs,
and related guidance across the mission
- Contribute
to the development, testing, and updating of partnership tools, including:
Due diligence tools, Partnership agreements templates, Reporting templates
and annexes, Capacity assessment tool or Mapping and tracking tools
- Support
the development and updating of internal partnership-related procedures,
including roles and responsibilities matrices
- Develop
training module to accompany partners in reporting and proposal writing
- With
the grants and partnership coordinator, contribute and propose internal
training and workshops on partnership management and localization
- Ensure
proper documentation, archiving, and accessibility of partnership-related
tools and resources
TO ENSURE CONTRACTUAL MANAGEMENT OF PARTNERSHIP
- Under
the lead of the Grants and Partnership coordinator, facilitate the
integration of partners inputs in proposals and act as a focal point for
gathering partner documentation for proposals.
- Coordinate
due diligence processes with partners and with PUI’s different department
before final validation of the analysis by the grants and partnership
coordinator.
- Support
the organization of contractual kick-off meetings with partners
- Coordinate
the drafting, review, and finalization of partnership agreements (MoUs,
sub-grant agreements, annexes)
- Follow
up on contractual obligations, reporting deadlines, and partner
deliverables using tracking tools (such as GRFU)
- First
review of narrative and financial reports
- Ensure
proper documentation, filing, and archiving of all partnership-related
information
- Support
the integration of partners’ contributions into communication outputs and
visibility materials
TO ENSURE PROPER FOLLOW-UP AND CAPACITY BUILDING OF LOCAL
PARTNERS
- Support
the validation of partner deliverables across relevant departments
- Organize
and follow up on coordination meetings with partners and internal
departments (programme, MEAL, finance, logistics)
- Support
the design, implementation, and follow-up of partner capacity building
plans
- Organize
or contribute to partnership reviews, coordination mechanisms, and lessons
learned exercises
- Flag
challenges, risks, and issues related to partnerships to the Grants & Partnerships
Coordinator and contribute to their resolution.
TO ENSURE THE PRODUCTION OF ANALYTICAL NARRATIVE REPORTS
FOR ONGOING PROJECTS AND SUPPORT IN ENSURING COMPLIANCE WITH DONOR CONTRACTUAL
OBLIGATIONS
- Ensures
that the reporting templates used for donors follow official formats
- Contributes
to the data collection necessary for the preparation of the reports, in
connection with the concerned field teams
- Ensures
that financial and narrative reports of the programs are submitted on
time.
- Responsible
for coordinating answers to donors' questions on the reports submitted.
- Supports
the Grants Coordinator to ensuring compliance with donor guidelines and
contractual obligations in the formulation of reports and during project
implementation, in collaboration with the Deputy Head of Mission for
Programs, the Administrative and Financial Coordinator and the Logistics
Coordinator.
- Reviews
the content and form of the reports and ensures the consistency of the
data, spelling, grammar, compliance with the objectives and information on
the indicators.
- Supports
the Grants Coordinator to ensure the contractual follow-up of ongoing
projects (Cost Extension and No Cost Extension Requests)
- Support
the Grants coordinator in good archiving of contractual documents
- Punctual
support to the coordination of reporting to authorities
TO PARTICIPATE IN THE EXTERNAL COMMUNICATION OF THE
MISSION
- Ensures
that the donor visibility requirements are implemented according to
donor’s guidelines
- Produce
communication deliverables in coordination with Field team in accordance
with donor requirements and communication plan
- Coordinate
communication events or external service provision on external
communication
- Centralizes
the photos/videos of projects and feeds the photo/video library.
- Contribute
with the Grants Coordinator to the mission presentation documents on the
base of the mission strategy.
- Support
the field team in ensuring good and compliant visibility during project
implementation
