About the role

Overall purpose of the role:

The EcRec Manager – Livelihood and Resilience hold area-level responsibility for the implementation and quality assurance of DRC’s Livelihood and Resilience portfolio. The position ensures full compliance with DRC procedures, policies and guidelines within the area of operation. The role contributes to the development of area strategies and translates them into operational plans and daily implementation priorities. The role also provides leadership and direction to the Livelihood and Resilience team and oversees grant implementation, administration, and monitoring and evaluation functions.

 

The position is responsible for managing DRC Livelihood and Resilience projects in Hajjah, Sa’adah and Al-Hudaydah, including interventions related to food security, climate change resilience, natural resource management (NRM), integrated water resource management (IWRM), agricultural production, livestock development, business training, SME support, vocational training, life-skills training, Cash for Work (CFW), and other resilience-focused activities under active grants.

 

 

 

Main responsibilities:

Program Management & Implementation

·         Manage the Livelihood and Resilience portfolio in line with project objectives, targets, indicators and timelines.

·         Ensure programme quality and compliance with DRC standards and donor requirements.

·         Oversee budget management, expenditure tracking and financial forecasting.

·         Ensure accountability for programme progress and achievement of results.

·         Maintain effective coordination between programme and support functions.

·         Ensure that all grants follow Project Cycle Management standards.

·         Develop and maintain programme management tools, including PMTs and tracking systems.

·         Promote integrated, area-based approaches across sectors including protection, WASH and CCCM.

Program Monitoring & Reporting

·         Ensure accurate, timely internal and donor reporting.

·         Strengthen programme monitoring tools in coordination with the Economic Recovery Coordinator and Specialist.

·         Conduct site monitoring and quality assurance visits.

·         Monitor financial performance and ensure budget alignment with implementation plans.

·         Maintain up-to-date project documentation and filing systems.

·         Identify new partnership opportunities and contribute to business development efforts.

·         Support proposal and concept note development in collaboration with the Area Programme Manager and Grants Unit.

Staff Management

·         Direct supervisory of the livelihood & resilience team Team Leaders/Officers in North areas in Yemen.

·         Ensure performance objectives and key performance indicators are established and regularly reviewed for direct reports.

·         Provide regular constructive feedback to direct reports and support direct reports in performance management of their team members.

·         Develop staff competence through recruitment, leadership, training and coaching of key program technical staff.

·         Ensure sufficient staffing structures are in place for project teams to ensure delivery of programs.

·         Ensure operational aspects of programme implementation and liaise with relevant Support functions.

 

Representation

·         Represent DRC with national and local authorities in line with organizational mandate.

·         Participate actively in relevant coordination forums.

·         Engage with UN agencies, NGOs and other stakeholders to strengthen collaboration.

·         Share relevant project information in accordance with DRC data protection policies.

 

General

·         Maintain high level of security awareness and adhere to all safety regulations provided by DRC for safety and security of DRC staff and assets in Hajjah, Hodeida and Saada.

·         Comply with DRC policies and practice with respect to child safeguarding, code of conduct, safety and security, anti-harassment, and other relevant policies and procedures.

Experience and technical competencies:

To be successful in this role, we expect you to be a positive, mature program leader with a proven track record of developing effective initiatives, programmes, and impact. You are an effective people manager and enjoy working with teams of committed staff to build collaboration and capacity within the North Area/Field Office programmes team and building strong relationships with the country program team.

·         Minimum 5 years of experience in project or programme management, with strong background in livelihoods and resilience programming.

·         Demonstrated expertise in climate resilience, natural resource management, agricultural development, livestock systems and market-based livelihood strengthening.

·         Minimum 4 years of people management experience.

·         Strong skills in planning, implementation, monitoring, evaluation and reporting.

·         Experience working in complex emergencies or high-risk environments.

·         Proven ability to produce high-quality reports under tight deadlines.

·         High-level knowledge and practice with ERP, Word, Excel, Outlook, etc., as well as data analysis.

Ability/willingness to work with extremely tight deadlines and balance multiple tasks.

 

Education:

Master’s degree in Civil Engineering, Agricultural Engineering, or a closely related field; or an additional 4 years of relevant work experience in lieu.

Contract length:  March 31 2027

Position Band:  This position will be placed in the Management (F2) band. Reports to the Area Program Manager.

Start date: ASAP

Duty station: Hajjah, with 50% travel across North Area Office areas of geographic coverage, including Hodieda and Saada

 

Salary and conditions will be in accordance with Danish Refugee Council’s National Terms of Employment.
