Médecins Sans Frontières Belgium in Yemen mission is looking
for Yemeni nationals to recruit for the PHARMACY SUPERVISOR position.
Location: PHCCs and outreach activities in Aden and Lahj
governorates
Contract duration: Six (6) months, with the possibility of extension
Contract type: Fixed-Term contract
Reporting to: Project Medical Referent
Main Purpose:
Ensuring general functioning of the pharmacy and supervising
pharmacy supply chain processes in accordance with MSF standards, protocols and
procedures, in order to ensure its efficiency and operating availability.
Accountabilities:
- Ensuring
storage, stock management and supply processes, as well as hygiene and
security procedures, tools, and protocols (controlling pests and rodents),
implementing appropriate quality controls and records, in order to ensure
good storage conditions (temperatures, humidity and light exposure) and
availability of drugs and medical material, according to MSF protocols,
national regulations and in cooperation with the logistics department.
- Coordinating
the delivery, reception and recording of international and local orders,
in close coordination with the logistics department, updating stock files
and informing line managers on their status (shortfalls, over-stocking,
expiry dates), in order to permanently ensure security stock levels and
ensure efficient management of stock.
- Supervising
orders of medical and drug material in order to ensure an efficient and
appropriate consumption pat-tern under budget constraints.
- Supervising
the supply of drugs to patients, according to medical prescriptions,
informing them on consumption patterns and keeping conditions in order to
ensure their therapeutic progression
- Ensuring
efficient supply to other pharmacies managed/supported by MSF according to
orders and stocks, and using cold chain when needed. Monitoring and
analyzing orders of depending pharmacies in order to avoid ruptures of
stock or having expired drugs.
- Supervising,
with the HR department, the associated processes (sizing, staff shifts,
recruitment, training, performance evaluation, development and
internal/external communication) of the pharmaceutical team and the
nursing staff, in order to ensure both the sizing and the amount of
knowledge required and to improve their dispensing capabilities.
- Recording
all items received and issued in computer (Isystock) and reporting on drug
consumptions and medical equipment dispensed according to protocols,
informing on unusual patterns as well as forecasting future needs, in
order to rationalize the budget and to ensure availability.
- Assisting
in training of nursing staff regarding dispensing of drugs and their side
effects
MSF Section/Context Specific Accountabilities:
The Pharmacy Supervisor is responsible for ensuring the
effective management, quality assurance, and rational use of medicines and
medical supplies across two MSF supported MoH PHCCs and mobile outreach
activities. The role ensures compliance with MoH guidelines.
- Oversee
daily pharmacy operations at two supported MoH PHCCs and mobile outreach
activities.
- Participate
in the planning and implementation of pharma support to PHCCs, including
outreach mobile clinic activities, ensuring adequate pharmaceutical support
in line with MSF protocols and medical priorities.
- Ensure
preparation, packing, and distribution of drugs and medical supplies for
supported PHCC and outreach mobile activities, including cold-chain
products and emergency kits when required.
- Monitor
consumption, stock level, expires dates at fixed MoH PHCCs
- Coordinate
with medical, logistics, and outreach teams to anticipate needs, adjust
quantities, and avoid stock ruptures or over-stocking at supported PHCCs.
- Supervise
and monitor drug storage, handling, and stock management at PHCCs,
ensuring quality, safety, and traceability of medical items.
- Cover
for storekeeper responsibilities in case of gaps or absences, ensuring
continuity of stock management activities, including reception, storage,
inventory control, physical counts, and documentation of medical and
pharmaceutical items.
- Ensure
accurate recording of stock movements (receipts, issues, transfers,
losses, and expiries) in Isystock and stock cards during storekeeper
coverage periods.
- Support
and train supported PHCCs dispensing, and storekeeping staff on good
storage, dispensing practices, and stock management procedures.
- Report
any constraints, discrepancies, or risks related to outreach supply or
storekeeping coverage to line management and proposing corrective actions.
- Conduct
regular supervision visits to two MoH PHCCs
- Prepare
monthly consumption report and replenishment request
Job requirements
Education:
- Bachelor’s
Degree in Pharmacy (BPharm or equivalent)
- Valid
license to practice pharmacy from relevant national authority
Experience:
- At
least 3 years of professional experience as a pharmacist.
- At
least 1 year in a supervisory or coordination role, preferably in
humanitarian or public health setting
- Experience
working with PHCCs, MoH systems, and mobile/outreach health services is
highly desirable.
Knowledge: Fluent in written and spoken English
