Job Description
The RRM Coordinator shall be responsible for coordinating
the RRM response implemented by partners. The primary function of the RRM
Coordinator will be to ensure quality implementation of the RRM. The mechanism
prepositions and distributes emergency lifesaving commodities to populations
affected by new crisis within 72 hours of trigger. The position holder will
develop strong, collaborative relationships across the organization and with
external partners including authorities and RRM implementing partners; ensure
the application of effective Programme planning, monitoring and evaluation
principles; identify bottlenecks in RRM implementation and devise strategies to
address them; and provide leadership to ensure that technical knowledge is
updated and disseminated for effective implementation.
Responsibilities
Generic Responsibilities
- Line
management responsibilities for directly reporting staff. This includes

priorities, and to follow up and support staff’s achievement.
- Responsible
for key processes as workforce planning, recruitment, staff induction and
development and ensure Duty of Care for own staff
- To be
responsible for the operational support to colleagues with RRM
responsibilities and coordinate the implementation of relevant RRM
trainings including induction of new staff and partners to ensure
they meet NRC’s relevant standards. Also contribute to the induction of
new staff and implementing partners with a role in the RRM processes
- Together
with implementing partners, identify the most rapid and effective
approaches for providing RRM assistance to the people affected by new
shocks and crisis.
- Accountability
for planning and start-up of RRM Programme activities, through the
deliverance of high-quality activities in line with NRC’s mission
statement and policies.
- Based
on assessments, coordination and available resources, and in consultation
with affected communities, select and implement programme mechanisms
suited to the humanitarian context and ensure the implementation of
relevant technology and methods.
- Provide
input on programme plans relevant to RRM objectives, and operational
constraints to RRM response, as applicable.
- Responsible
for facilitating the development of quality proposals, budgets and donor
reports as well as for approved project compliance control (i.e. quality,
timeliness, use of resources, donor commitments).
- Actively
participate in coordination mechanisms involving UN agencies, other NGOs,
government authorities, and local organizations, and to report back to the
line manager and partners on the discussions and outcomes.
- Compliance
and adherence to NRC policies, guidance and procedures, and a specific
responsibility for the functions policies and procedures
Specific responsibilities:
- Overall
coordination and oversight of emergency response projects covering
different areas and interventions. This includes coordinating
prioritization and validation process for interventions, developing
detailed activity plans and budgets for proper delegation to the partners
responsible of the implementation.
- Coordinate
the preparation and consolidation of periodic progress reports, updates,
and other documentation related to the RRM response.
- Coordinate
the design, development, and proposal writing of RRM emergency response
projects, in collaboration with field teams, Area Managers, technical
advisers, support departments, and implementing partners.
- Contribute
to business development for the RRM portfolio by leading programme design,
concept note development, proposal writing, and input into donor
engagement materials, in coordination with relevant technical advisers and
partners.
- Contribute
to context analysis and development of scenarios for potential
displacements in relation to the emergency response and sharing this
information to relevant stakeholders.
- Support
the development, review, and implementation of contingency plans and RRM
emergency response plans, including management and follow-up of associated
budgets where applicable.
- Monitor
humanitarian developments, displacement trends, access constraints, and
emerging emergency needs to inform timely adjustments to RRM activities,
approaches, and response modalities.
- Liaise
with relevant authorities and stakeholders to support principled access,
secure required approvals, resolve operational bottlenecks, and enable
timely implementation of RRM activities.
- Support
access negotiations in coordination with Area Management, Access, Safety
and Security, and programme teams, ensuring that implementation remains
aligned with humanitarian principles, NRC policies, and donor
requirements.
- Conduct
regular reviews of progress against indicators, lessons learned,
implementation challenges, and response standards to ensure achievement of
project targets and compliance with technical standards, donor
requirements, and best practices.
- Ensure
quality implementation of RRM activities at field level, taking into account
appropriate response modalities, contextual constraints, and the needs of
the most vulnerable households.
- Conduct
regular field visits to monitor implementation quality, verify progress,
identify operational challenges, and provide technical and operational
support to field teams and implementing partners.
- Conduct
regular monitoring of local partners to ensure compliance with agreed
standards, implementation plans, reporting requirements, accountability
procedures, and emergency response timelines.
- Collect,
consolidate, and analyse RRM data and ensure timely submission of required
reports, including donor narrative reports, monthly indicator tracking
tables, rapid needs assessment reports, baseline and endline reports, and
other internal or external reporting requirements.
- Facilitate
the production of public-facing reports, updates, case studies, and
response summaries for online dissemination, in coordination with
communications, advocacy, grants, and programme teams.
- Support
the development and monitoring of RRM emergency budgets and provide field
teams with regular updates on available budgets to guide implementation
and planning.
- Work
closely with the Monitoring and Evaluation team to develop and oversee
internal monitoring systems that ensure quality programming, support donor
reporting, track progress against indicators, and inform evidence-based
decision-making and future proposal development.
- Coordinate
the development and follow-up of detailed implementation plans, ensuring
that activity plans, M&E data, progress updates, and operational
learning are used to improve approaches and identify opportunities for
innovation in RRM responses.
- Coordinate
the RRM response with humanitarian partners and other actors with
emergency response capacity to avoid duplication, promote complementarity,
and facilitate operational synergies.
- Coordinate
the preparation and consolidation of rapid needs assessment reports using
the agreed RRM format and within established deadlines, ensuring that
findings include clear operational recommendations for response.
- In
close collaboration with the M&E Coordinator/Manager, ensure the
development of quality control and monitoring/evaluation standards for the
emergency response
- Any
other tasks as delegated by the line manager.
Qualifications
Generic professional competencies
- University
graduate with Minimum 5 years’ experience in implementing humanitarian
programmes and minimum of 3 years in a leadership position.
- International
NGO experience.
- Experience
in strategic thinking and planning skills, be able to set priorities,
prepare manageable work plans and to evaluate progress.
- Familiarity
with rules and regulations of main humanitarian donors.
- Familiarity
with the operational environment in Yemen and namely the northern
governorates.
- Practical
knowledge of protection mainstreaming and large-scale distributions.
- Experience
in fast-paced and insecure work environments, including remote duty
stations.
- Excellent
report writing, presentation and communication skills.
- Fluency
in English, both written and verbal.
- Experience
in working in a leading role with local implementing partners is
preferable.
- A
dynamic leader, who possesses effective interpersonal communication skills
with the ability to influence others.
- A
proven record of effective and complex emergency response lead; includes
good understanding of programme cycle management (and the PCM tools),
excellent people management skills, team development and proven financial
management skills.
- Understanding
and experience of rapidly occurrence emergencies contexts
Context related skills, knowledge and experience
- Familiarity
with the operational environment in Yemen and namely the northern
governorates.
- Experience
from working in complex and volatile contexts, disaster preparedness,
response and recovery programming.
- Good
understanding of humanitarian principles and coordination mechanism.
- Ability
to travel, working flexibly and willingness to learn.
- Knowledge
of the context in Northern Yemen is essential.
- Arabic
speaking is essential.
