Pharmacy & Log & Supply Storekeeper
Médecins Sans Frontières (MSF) is an international,
independent, non-profit medical humanitarian organisation that delivers
emergency aid to people affected by armed conflict, epidemics, pandemics,
natural disasters, and exclusion from healthcare. MSF started working in Yemen
since 1986 and have been present in the country continuously since 2007.
Médecins Sans Frontières Belgium in Yemen mission is looking
for Yemeni nationals to recruit for the PHARMACY & LOG & SUPPLY
STOREKEEPER position:
Location: Aden/Lahj Project
Contract Duration: Six (6) months, with the possibility of extension.
Contract type: Fixed – Term contract
Reporting to: Pharmacy Supervisor
MAIN PURPOSE
Execute the pharmacy/medical warehouse storing activities in
order to keep pharmacy stock above security level and following recommended
conditions (temperature, humidity, etc.) under the supervision of the Medical
Warehouse (for OCA) or Pharmacy Supervisor, and in collaboration with the
logistics team.
Accountabilities
- Supervising
material orders and dispatching in order to ensure rational use.
- Receiving
orders and deliveries, identifying potential disparities against cargo
manifest or others and reporting them, and stores materials in accordance
with the system in force, in order to ensure continuous availability. It
includes:
- Ensuring
good storage conditions of all medical items in the pharmacy in accordance
with pharmaceutical standards in order to ensure continuous
availability.
- Ensuring
correct fill in entries on the stock cards and software.
- Carrying
out or participating in regular inventories including EPREP stock.
- Following
up stock levels with regards to alarms thresholds, stock out, expiry dates
and drugs to expire in the following 6 months.
- Preparing
orders of the different consumption units (departments, wards, others),
ensuring proper packaging and dispatching and reporting any anomalies or
changes in consumption patterns to the Pharmacy Supervisor. Informing
Pharmacy Supervisor as soon as stock reaches alert limit.
- Controlling
warehouse facilities in order to ensure materials are kept in good keeping
conditions, it includes:
- e.g.
Monitoring temperature in the warehouse and ensuring that products
requiring cold chain are suitably stored and transports received, stored,
and prepared and transported appropriately according to MSF Supply and
Cold Chain protocols.
- Ensuring
cleanliness of premises (stock pharmacy) and in close collaboration with
the logistics department, maintaining refrigerating equipment.
- Controlling
warehouse limited access to authorized personnel and ensuring doors and
other exits are secured. Immediately informing the line manager of any
problems arising in the course of the work, particularly with regards to
damage, loss, attempted break-ins or theft in the warehouse.
- Ensuring
that items to be quarantined (on-going quality alerts) or to be placed in
quarantine zone (batch recalls, expired or damaged items) are removed from
the stock and safely locked.
- Following
up stock levels with regards to alarms thresholds, stock out, expiry dates
and drugs to expire in the following 6 months. Preparing reports and
passing it to the supervisor..
MSF Section/Context Specifics
- Supporting
the Supervisor in the implementation, monitoring, maintaining, as well
maintaining and installation of the electric set up (AC, lights, wiring)
of the infrastructure in the project according to MSF protocols,
standards, and procedures to improve health and living conditions of the
target population.
- In the
event of faults / deterioration, diagnose the problem and propose possible
solutions to the line manager and/or technical advisor.
- Informing
the Log Supervisor of any difficulties, anomalies and problems that may
affect the normal functioning of activities and tasks in his/her area of
responsibility.
- Any
other tasks as specified by the Supervisor and specialized technician.
- Assist
in the physical inventory for the assets and equipment.
- When external
contractors are hired for larger works, assist the line manager in
supervising their work to ensure it meets the required standards.
- Assist
in the preventive and corrective maintenance of equipment and facilities,
in close collaboration with the technical team.
- Perform
maintenance and construction work out of the project premises, when
requested by the supervisor in one of the supported PHCC
.
- When
external contractors are hired for larger works, assist the line manager
in supervising their work to ensure it meets the required standards.
70% pharmacy storekeeper
- Preparing
and submitting periodic inventory, consumption, expiry, and loss reports
to the Pharmacy Supervisor.
- Ensuring
implementation of FEFO (First Expired, First Out) and FIFO (First In,
First Out) principles for all pharmaceutical products.
- Assisting
in the investigation and documentation of stock variances, damaged
products, and inventory incidents.
- Supporting
internal audits and quality assurance activities related to pharmacy stock
management.
- Coordinating
with medical and logistics teams to prepare order and deilver to the
supported PHCCs as well as outreach mobile clinic
- Ensuring
confidentiality and security of stock records, inventory documents, and
pharmaceutical products.
- Participating
in emergency response preparedness activities and maintaining contingency
stock according to project requirements.
30% Supply storekeeper (ADMIN and LOG stock)
- Updating
and/or creating stock cards for all stock items immediately after
reception of goods. Checking the received cold boxes and controlling the
cold chain-monitoring card
- Storing
materials in accordance with the system in force in order to ensure
continuous availability ensuring that all items are well organized and
correctly stored, well protected, fully identified and easily accessible
(cleanliness, security, access, etc.).
- Receiving
orders and deliveries, identifying and reporting potential discrepancies
against cargo manifest or others. Stores materials in accordance with the
system in force in order to ensure continuous availability.
- In
conjunction with the line manager, performing physical stock counts
(INVENTORIES) in accordance with the frequency previously defined.
Following up stock levels with regards to alarms thresholds, stock out and
expiry dates.
Requirements
Education:
- Essential,
secondary school. Desirable, medical related studies.
Experience:
- Essential
previous experience of at least 2 years in similar or relevant positions.
- Desirable
previous experience in MSF or other NGOs in developing countries.
- Previous
experience as storekeeper desirable.
