JOB DESCRIPTION:
The Logistics Officer is responsible for supporting and
managing logistics and supply chain activities under the WFP-funded project,
including procurement follow-up, warehouse and stock coordination, transport
and delivery support, reporting, documentation, and communication with internal
teams, suppliers, partners, and donor focal points. The position ensures that
logistics activities are implemented efficiently, transparently, and in
compliance with FMF procedures and WFP donor requirements.
MAIN DUTIES AND RESPONSIBILITIES:
1. Procurement Support
- Prepare
and follow up procurement requests related to project activities in
coordination with program and field teams.
- Confirm
specifications, quantities, delivery locations, timelines, and required
supporting documents before launching procurement actions.
- Support
preparation of RFQs, bid documents, comparative statements, purchase
orders, contracts, and procurement files.
- Follow
up with suppliers on quotations, delivery schedules, invoices, and
required documentation.
- Maintain
updated procurement trackers and report pending actions, delays, and risks
to the line manager.
- Ensure
procurement files are complete, signed, and compliant with FMF procedures
and WFP donor requirements.
2. Logistics Reporting and Documentation
- Prepare
regular logistics and procurement progress updates for internal management
and WFP project reporting.
- Update
procurement trackers, delivery trackers, stock movement records, waybills,
and distribution support records.
- Report
logistics challenges, delivery delays, supplier performance issues, stock
discrepancies, losses, damages, and proposed mitigation actions.
- Ensure
reported information is supported by evidence such as PRs, quotations, bid
analysis, purchase orders, delivery notes, GRNs, inspection reports,
invoices, and waybills.
- Support
monthly, quarterly, final, audit, and donor verification reporting by
providing accurate logistics data and documentation.
3. Coordination and Communication with Donors and Stakeholders
- Coordinate
closely with project, finance, procurement, warehouse, and field teams to
ensure timely implementation of logistics activities.
- Communicate
with suppliers regarding quotations, delivery timelines, contract
requirements, documentation, and clarifications.
- Coordinate
with WFP focal points through approved communication channels when
logistics data, clarification, or supporting documents are requested.
- Support
donor visits, verification missions, monitoring visits, and audit reviews
by preparing required logistics documents and evidence.
- Share
timely updates with management regarding procurement progress, delivery
status, operational constraints, and required decisions.
4. Warehouse and Stock Management Support
- Coordinate
with warehouse staff to ensure proper receipt, storage, handling, and
dispatch of project items, such as Food Commodities (Oli, Rice, flour)
.and BSFP (Plummpy Doz, WSB)
- Ensure
received goods are checked against purchase orders, delivery notes, approved
specifications, and inspection requirements.
- Support
preparation and filing of GRNs, inspection reports, stock cards, waybills,
release orders, and stock reports.
- Follow
up stock balances and ensure accurate documentation of stock movements for
WFP-funded project items.
- Support
physical inventory checks and immediately report discrepancies, damages,
or missing documentation.
5. Transport and Distribution Support
- Support
planning and coordination of transport requirements for project goods and
field deliveries.
- Coordinate
with transport service providers and field teams to confirm routes,
delivery locations, loading plans, and delivery schedules.
- Ensure
waybills, delivery notes, transport records, and receipt confirmations are
properly prepared, signed, and filed.
- Follow
up with field teams to confirm safe receipt of delivered items and report
losses, damages, or delays.
- Provide
logistics input for distribution planning when required by the project
team.
6. Compliance and File Readiness
- Ensure
all logistics and procurement activities are properly documented and ready
for internal review, WFP verification, or audit.
- Maintain
organized hard-copy and soft-copy files for procurement, warehouse,
transport, and delivery documents.
- Apply
transparency, fairness, segregation of duties, and conflict-of-interest
principles during procurement and logistics activities.
- Follow
FMF policies, WFP donor requirements, and applicable procurement and
logistics procedures at all times.
REQUIRED SKILLS AND COMPETENCIES
- Good
knowledge of logistics, procurement, warehouse, transport, and
documentation procedures.
- Good
understanding of donor compliance requirements, preferably for WFP-funded
projects.
- Strong
reporting, tracking, documentation, and data management skills.
- Strong
coordination and communication skills with suppliers, field teams,
finance, program staff, management, and donors.
- High
attention to detail and ability to work under pressure and meet deadlines.
- Good
command of Arabic and English, with ability to draft emails, reports,
minutes, and official correspondence.
- Good
computer skills, especially Microsoft Excel, Word, Outlook/email, and
document filing systems.
PERFORMANCE INDICATORS
- Procurement
and logistics trackers are updated accurately and on time.
- Procurement,
warehouse, and delivery files are complete, organized, and audit-ready.
- Logistics
reports are accurate, evidence-based, and submitted within required
deadlines.
- Supplier,
delivery, stock, and documentation issues are followed up and escalated in
a timely manner.
- Communication
with internal teams, suppliers, and WFP focal points is clear,
professional, and properly documented.
- Logistics
activities are implemented in compliance with FMF procedures and WFP donor
requirements.
