the beginning of the humanitarian crisis in Yemen. YGUSSWP has been working

sectors such as Shelter NFIs/ESKs, WASH, Protection, livelihoods, Health, FSAC,
CCCM, Education, and Nutrition. YGUSSWP upholds its main programmatic

the protective environment, and reducing displacement-related risks and
vulnerabilities by promoting self-reliance at both the household and community

Functions and duties:
Project Manager will work directly with the YGUSSWP
management, to create a work plan and provide supervision and support to
relevant project staff regarding the implementation of the project. The project
manager will have the overall management responsibility for the project. He/She
will carry out the following tasks under the overall guidance and supervision
and support from the YGUSSWP.
The project manager is responsible for districts and Governmental level
coordination, IDP hosting site management, local stakeholder capacity building,
information management, and assisting other YGUSSWP field teams with project
implementation. This is a field-based position and may require spending
extended periods of time in the field
Project Manager Responsibilities
- Develop
detailed project plans, terms of references (ToRs), and planning documents
to ensure smooth execution.
- Oversee
project studies, designs, contracts, and implementation to meet objectives
efficiently.
- Conduct
regular team meetings to address challenges, share updates, and improve
operational efficiency.
- Ensure
timely preparation and submission of regular reports to donors,
stakeholders, and senior management.
- Document
all project activities, including assessments, progress monitoring, and
lessons learned.
- Facilitate
effective communication among stakeholders, including local authorities,
community leaders, and partners.
- Engage
community representatives and beneficiaries to foster ownership and ensure
smooth implementation.
- Regularly
monitor activities to ensure alignment with work plans and sector indicators.
- Address
challenges and propose actionable solutions for quality improvement.
Sector-Specific Responsibilities
FSAC
- Deliver
unconditional cash transfers (UCT) to vulnerable and conflict-affected
households to meet immediate food security needs.
- Ensure
flexibility for beneficiaries to prioritize essential needs, particularly
food consumption and basic services.
- Apply
clear vulnerability-based targeting criteria, prioritizing IDPs,
female-headed households, persons with disabilities, and other at-risk
groups.
- Oversee
beneficiary identification, verification, and registration processes to
ensure accuracy and transparency.
- Strengthen
community engagement and awareness, including clear communication on
entitlements, distribution processes, and timelines.
- Establish
and maintain accountability mechanisms, including feedback and complaints
systems, ensuring timely response and resolution.
- Ensure
coordination with FSAC partners, local authorities, and stakeholders to
avoid duplication and enhance complementarity.
- Monitor
implementation against project indicators, targets, and donor requirements
(YHF).
- Ensure
proper documentation and reporting of all FSAC activities, including
distribution data, outcomes, and lessons learned.
- Promote
dignity, protection, and adherence to humanitarian principles throughout
implementation.

Protection
- Oversee
the delivery of protection services, including protection cash assistance,
legal assistance, and mobile team activities, ensuring that they reach the
targeted individuals in conflict-affected areas.
- Track
protection-related activities and ensure that post-distribution monitoring
is conducted to assess the impact of services. Report on beneficiary
satisfaction and take necessary corrective actions.
- Ensure
effective collaboration with local protection actors, community leaders,
and stakeholders to ensure that protection activities are aligned with the
community's needs.
Shelter
- Ensure
timely and effective distribution of NFIs including the provision of
renewable energy solutions for households. Oversee beneficiary
verification processes to ensure that distributions are accurate.
- Monitor
beneficiary satisfaction with the provided assistance and ensure that
feedback mechanisms are fully operational. Document complaints and
feedback and ensure that 90% of these are addressed in a timely manner.
- Work
closely with other humanitarian agencies and local authorities to ensure
coordinated efforts in providing NFI support.
- Oversee
the execution of detailed assessments to identify shelter needs,
vulnerabilities, and gaps within targeted communities.
- Approve
technical solutions and project designs developed by the team, ensuring
alignment with national and international standards.
- Review
and finalize assessment reports with recommendations for interventions,
prioritization, and resource requirements.
- Ensure
that shelter-related activities, including NFIs, shelter maintenance, and
Emergency Shelter Kit (ESK) distribution, are implemented as per the
project plan and donor requirements.
- Monitor
cash-for-work shelter activities to ensure they meet quality standards and
address the needs of affected populations.
- Provide
guidance to field teams to ensure active participation of beneficiaries
(BNFs) in construction, maintenance, and distribution activities.
- Facilitate
coordination with community representatives, stakeholders, and contractors
to ensure smooth implementation of interventions.
- Coordinate
with suppliers to ensure timely delivery of shelter materials and monitor
their proper utilization.
- Ensure
adherence to technical specifications, safety standards, and project
objectives during the implementation of shelter activities.
- Approve
Completion Certificates for all shelter-related activities, ensuring work
is completed to the required standards.
- Review
and approve detailed action plans for all shelter and NFI activities,
including timelines and deliverables.
- Ensure
the submission of accurate weekly and progress reports from the team,
highlighting challenges and proposing solutions for quality improvement.
- Maintain
transparent documentation of shelter activities, including needs
assessments, quality monitoring, and beneficiary participation.
- Provide
technical guidance and regular updates to project staff to ensure
alignment with project goals and objectives.
- Conduct
regular team meetings to address challenges, share updates, and improve
operational efficiency.
- Ensure
smooth handover of project sites to contractors and beneficiaries.
- Perform
additional tasks as required to support the overall project goals and
objectives.
General Responsibilities Across All Sectors
- Foster
collaboration with local authorities, stakeholders, and community members
to ensure alignment with project objectives.
- Implement
and monitor systems for collecting and addressing beneficiary feedback,
resolving complaints promptly.
- Develop
and deliver training programs for staff, volunteers, and community
committees.
- Identify
and mitigate risks, including security, logistical, and operational
challenges.
- Prepare
and submit monthly, quarterly, and post-activity reports highlighting
progress, challenges, and lessons learned.
Responsibility to the Project implementation .
- Preparing
the project implementation plan
- Support
planning, implementation and follow-up of evaluations by: writing terms of
references, preparing project summaries,
- Track
outputs and expected results of the project and the extent of completion
of various activities at monthly basis .
- Ensure
the achievement of results and outputs necessary for development and
humanitarian response according to the needs of local communities.
- Develop
and design information management systems resulting from monitoring,
evaluation, accountability and learning activities, such as progress
reports, databases and complaint mechanisms.
- Prepare
and process progress and delay indicators for the project on a monthly
basis and work out suitable solutions.
Reporting and Documentation:
- Ensure
timely updates on the Activity Reporting in ActivityInfo platform with
sector-specific data, including distributions, activities, and progress in
all relevant sectors.
- Prepare
monthly reports covering key achievements, challenges encountered, mitigation
measures, and milestones for all sectors.
- Maintain
photographic records to support reports and document progress with proper
donor visibility, ensuring that all activities are visually documented for
transparency and accountability.
QUALIFICATIONS AND REQUIRMENTS:
Educational Background
- A
Bachelor’s degree in Project Management, Engineering, Social Sciences,
Humanitarian Studies, or a related field is required.
Professional Experience
- A
minimum of 5 years of progressively responsible experience in managing
humanitarian or development projects, including experience in
Multisectoral projects.
- Proven
experience in leading multi-sectoral teams and managing complex projects
in conflict or post-conflict settings.
- Familiarity
with donor reporting requirements, including the preparation of technical
and financial reports.
Technical Skills
- Strong
project management skills, including planning, budgeting, and monitoring
and evaluation (M&E).
- Proficiency
in using project management tools and software (e.g., MS Project, Excel,
or similar tools).
- Knowledge
of humanitarian principles, cluster coordination mechanisms, and
international standards (e.g., SPHERE, Core Humanitarian Standards, HAP).
- Technical
knowledge and experience in CCCM, Protection, and Shelter programming.
Language Skills
- Fluency
in English is required, both written and spoken.
- Proficiency
in Arabic is highly desirable.
Leadership and Interpersonal Skills
- Strong
leadership and team-building skills with the ability to inspire and
motivate staff.
- Excellent
communication and negotiation skills to engage effectively with
stakeholders, including donors, local authorities, and beneficiaries.
- Demonstrated
ability to work in culturally diverse and sensitive environments.
Additional Requirements
- Willingness
to travel to field locations, including remote and challenging
environments.
- Knowledge
of the local context and experience working in Yemen or similar settings
is an advantage.
- Ability
to manage stress and adapt to rapidly changing circumstances.
